Yes this is a special Google adsense program for people having a high traffic website and those who have been long partners with Google Adsense Team. Being a Google Adsense Premium Publisher gives you more advantages and also more control over the ads displayed in your website and over your earnings.
As far as I know:-we may start thinking about Adsense Premium Publisher after 20 milions impressions per month. -earlier it was possible to apply for it -now we should wait for invitation from GOOGLE. Premium publishers have different sets of Terms and Conditions and Policies. We're not privy to the agreement between Google and premium publishers, but there are certainly more flexibility and latitude in implementing AdSense ads for premium publishers. At the same time, it is not that premium publishers have a carte blanche to do whatever they want to do: we just don't know what the contents of the agreement are.
You will need to have at least 6 million search queries or 15-25 million content-ad views per month.
